Alf has been in charge of a range of regional and town development projects within Scandinavia and Northern Europe since the beginning of the 1990s. His speciality is governance, public sector management and spatial planning. He worked as a chief planner of Spydeberg Municipality in Norway from 1987 until 1997, and later as a member of the local council. He has been the project manager/coordinator for several EU funded projects, such as PIPE, Innovation Circle, Transinform, Young Eyes and TENTacle. He has been advisor to the county planning in Østfold and been part of the Oslo Region coordination group. Later years he has been involved in the Nordic cross border cooperation, “Grensekomiteen Värmland-Østfold”, funded by the Nordic Council of Ministers, regional and local governments in Norway and Sweden. He was in charge of the development of the bicycle route Unionsleden Moss-Karlstad, a 350 km cross border touristic route. In 2024-2027 he is in charge of the project Cross Border Biking, as the Norwegian project manager. He was a manager of the Barents network of local governments.  A special focus has been at the green mobility issues, including the improvement of Nordic railways. He was engaged by UIC as a speaker at the world High Speed Railway congress in Marrakech, 2023.
